Scottish Income Tax

I must have been asleep when the change in how we pay income tax in Scotland was made in the Scotland Act 2012. However, I awoke this morning to this letter telling me part of my income tax will go to Scotland. However, when I researched this on the web - see HERE -  it isn't that simple.
