Forgotten Lock

This looks like a forgotten lock when seen in black & white. But, is it really? It is attached to the electric box outside our house by the sidewalk. They ran the electric from this box to the new house next door and even though the wire comes up out of the ground from under the box, somebody must have unlocked the cover to install it. So forgotten lock? I think not.
