Red Light District?

A few nights ago I went for dinner at the new restaurant in the newly refurbished Number 10 pub. The restaurant only opened very recently and it is the first time I have been there since it opened. The restaurant is in the basement to the right of the building with the red floodlighting, and until recently it was an office. The number 10 pub is to the left below the lamp.

It was a pleasant evening and we were quite favourably impressed with the restaurant. Not sure of the reason for the red and blue floodlighting though. I might have thought it was a French flag but it is missing the white, and the colours are the wrong way round.
