Sea defence

This chap is throwing stones back towards the base of the cliff to form a protective barrier against the sea and its deleterious effect on the crumbling cliffs.

He has taken it upon himself to do this since the North Sea surge 6 December 2013 which resulted in the loss of sections of cliff here at Hunstanton.
