I don't know what it is about NE 19th at Brazee but it is always bad in heavy rains, often the whole intersection is like a lake.  It must be at a low point or something.  Considering how rainy Portland famously is there is a regular problem with street flooding all across town.  The water has receded a bit as we'd had a decent break from the rain this afternoon, you can see the tideline of leaves on the parking strip, sometimes the water is up to the retaining wall of the garden of the house on this corner.
