Went to pick up a garden gate today and this was on the guy's gate.

Turns out it means the following:

The motto of Blackburn was established in 1856 and is Arte et Labore, correctly translated as 'by art and by labour' but often translated as 'by skill and hard work'. It sits proudly above the Town Hall and is the motto of the famous Blackburn Rovers Football Club featuring on its logo.
