Too little information

This plaque is to one side of the gates leading into All Saints church from Kingston market and to be honest I find it a little odd. Two questions immediately came to my mind - who else apart from the 4th East Surreys were responsible for the gift and when did the disbandment take place? Then again perhaps I'm just too picky. The extra shot shows the plaque on the other sided of the gateway which does little or nothing to clarify matters and in fact muddies the issue somewhat by referring to the whole regiment and not just the 4th battalion.
