Filter / Pixilate /  Mezzotint / Short Strokes

Filter / Blur / Radial  Zoom at 100 / Best Quality

Filter / Distort / Twirl +180 degrees.

Duplicate layer, blending mode to Lighten.

Distort / Twirl  / (minus) 180 degrees.
