Unsettled

temperamental (adjective):  liable to unreasonable changes of mood.

Somewhat temperamental weather today.  Icy wind, temps around minus 4C, another a short and sudden snow squall.  The skies looked worked up for a while, unsettled, everything a little inexplicable. Made for a rather dramatic blip anyway.
