University Parks: Foliar Flames

More mysterious in large.
Angled alternative.

I'm not sure what this plant it... I uploaded some pictures of it the other day (angled and side on), and it is now giving more clues as this inflorescence emerges from within the overlapping leaves, but I still can't identify it; any ideas?
