Strange objects

Behind the building where the giant creatures are scaling the grey concrete wall there are more strange structures.

What is this? Any ideas?

I should have zoomed out to capture the bright red van near the green 'lego style' pillars, but then the detail of the white 'stalactites' was completely lost.

I was rained on today. On my morning commute. On my evening commute. I need some dry days and blue skies!
