MIXED MESSAGES

It was a chilly and blustery afternoon, but at least the view from the car park after I'd been into the chemist was blippable.

I've looked up these flags, but from what I can read in Wikipedia they don't seem to be sending a coherent message. Perhaps any seafaring blippers can enlighten me?
