Bulrush seedhead

A day out today (away from the computer and television screens), lunch with family and a brief walk this afternoon:  it started raining while we were walking so we didn't want to extend the walk, and it made photography a little difficult.  However, I managed to capture this bulrush seedhead at the edge of a lake.

Is it normal to see the seedheads at this time of year?  I thought the seeds were scattered by the winds in the autumn.
