The monument at the end of the canal

Why is it there? I don't know, so don't ask. Perhaps it is a memorial to Arnold J Peasbody who was the first person to swallow dive off the pier in 1878.He did not survive. Nobody has ever attempted this since. Extra is of a wooden pile, possibly the one Arnold dived from.
