It once marked the upstream limit of the jurisdiction of the the Thames by the Corporation of the City of London. It acquired these rights in 1197 from King Richard I, and held them till 1857 when the Thames Conservancy was formed. For all that time the Corporation could charge tolls and tax fish traps, but was also responsible for navigation along the river.
