Derelict?

Three months ago a small depression appeared in the paving outside our town centre library, it gradually became a hole. It was excavated, fenced off and left. It's been like this for two months but the hole is slowly being filled with deposited rubbish, broken barriers and the sandbags that were supposed to support them. It's a lovely town :-(
