The weir, Glasgow Green

I only had my iPhone for this shot so I'll go back another evening and get a better version. 

I'm not quite sure what a weir does - Wikipedia helped slightly but I need a very simple layman's explanation. Help! (midgeholdave - I'm guessing you'll be my source of info here)
