Death by Drowning

This was in the dog's drinking bowl when I went into the garden late this afternoon.

I hardly ever, in fact this is a first, take pictures of dead stuff, but I've never seen a 'pillar like this before, dead or alive. If I manage an ID, I'll amend this post.
