jogging convoy

convoy of vehicles with flashing lights (police? firefighters?) surrounding 3 guys jogging along Route 40, heading towards Baltimore city... didn't see any signs, but I'm leaning toward this having to do with police, as the convoy included motorcycles (and National Police Week starts this Sunday).
