No admittance

The Woodland Trust have erected these barricades in our local wood. I suppose the reasoning is that you may slip down the bank into the River Alne. These fences restrict access to a section of steps which can on occasions be a bit slippery.  
Wouldn't it have been better to put some treads on the half a dozen steps in question?
