American Kestrel

It was a busy day and evening!  Not much time for pictures so I was happy to see this Kestrel while I was walking with Tony this morning.  I'm wondering if the area of ruffled feathers on his lower abdomen is a brood patch.  I think this is a male but both sexes can have them....and it is that time of year.  Any thoughts?
