One size fits all?

These signs are (intensively) about every 10 metres along the side of the Hadstock Road as it meets the A1307, where road repairs are to be carried out.  They took a whole day to put up.

I cannot work out how this wording is relevant at all....can anyone throw some light?

They certainly catch the attention but I'm none the wiser as to what I should be alerted to.
