Rant

It's the fact that the other two bins are practically empty. The only thing is they have a little latch to use before you open one. The one bin gets overfilled, Stewart the Seagull (who has just left the scene) pecks open the bags and scatters rubbish all over the street. Filth, rats and agressive gulls ensue.
Because of a wee latch. :/
