Are there no workhouses?

This is Trev's usual comment when he sees people enjoying themselves on weekdays (I don't think he means it!) But I think these children were actually on a school trip from London, They had arrived at Wordsworth house to write poems in the garden.
You can see the huge amounts of gravel which has washed down the river but the only - possibly- identifiable child is actually one of the staff!
