Calling the City Council!

I've only taken one photo today, so here it is.

Traffic on Leith St is choked every morning because of parked cars. The Festivals start in a month.

I asked a passing police officer three weeks ago. I asked a traffic warden two weeks ago.
I asked a Council receptionist a week ago.

Why are the shopkeepers on Leith St getting away with parking on this greenway?
The red lines are so degraded that they can claim they don't apply.
Why doesn't the Council repaint the lines forthwith?
