"Art"

I have often wondered why the Council paid x-amount of dollars to have this 'art' installed on the banks of the Maitai River.  I think it represents the flow of the river as the poles move in the wind.
Anyway, it was a nice stroll up the river for a few minutes.  The Normanby Bridge is in view
