Juvenile

Do you ever read the description of birds in a bird book and change your mind about the obvious bird you see before you?  Fairly certain this is a juvenile but Shag or Cormorant?  Was convinced it was a young Shag but after reading about them could be convinced either way. Oh to be an expert!
