Litter Pile in the Parking Deck

366 Project on 8/15/16. When I got out of the car in the parking deck at work this morning, I saw this card with some trash that had obviously been dumped out of a car. Made me wonder why the card was thought so little of that all it was worthy of was being tossed out of a car.
