Repair work on the pavements throughout the town.

This process only works if they are in reasonable shape so anyone who ever had a skip dropped on the pavement or had utility work on their driveway are probably missing out on the new black stuff.

It looks hard wearing and is slightly bouncy to walk on - nice!
