The Long Title
A "Long Title" Is a Parliamentary term used in legislation , according to Wikipedia , to denote " the formal title appearing at the head of a statute...... The long title is intended to provide a summary description of the purpose or scope of the instrument; it contrasts with the short title, which is merely intended to provide a convenient name for referring to it."
I thought of that this morning when I was greeted by this "long title" in my place at the first Cabinet I have attended since the 18th of November 2014 , which I also blipped. It's application is , of course, subject to Parliamentary confirmation next week.
