Going equipped

I spotted this bike in Mahebourg this morning, and was really taken with the flip-flops casually hung on the handlebars. It was only when I looked at it more closely that I noticed the fork! Not sure if it's an optional extra utility, or crucial to the structural integrity of the vehicle...
