Fencing us out?

This is Castle Toward, currently lying empty and costing our intransigent council thousands of pounds in security costs after their refusal to sell the castle and estate to a community group. Now we learn that - presumably - the prospective buyers have submitted planning that involves fences over the current right-of-way and payment to enter. 

My extra photo is of the historic ruin of Toward Castle, which lies closer to the main road, on the side of the right-of-way. We may not be able to walk here for much longer ...
