Squares in architecture

On my way to the gym, I was looking up at some news helicopters when I spotted this little tower. There was a lot of commotion a few blocks from the gym, police chasing a person who'd stolen a car. They went into an indoor parking, left the car and escaped!
At the gym, everyone was talking about it...I guess is because these things aren't usual around this area.
