Sup dog?

I've noticed that the English are totally chill with leaving their dogs tied up for a few while they pop in and do the shopping. Better or worse than bringing the pooch in the car? Nobody bothers the dog be seems to think it's out of the ordinary to see piles of dogs chilling at the Tesco entrance. Such a dog friendly concept.
