STRANGE CRITTER...

...with orange legs and other long appendages! I have no idea what it is, or whether it was alive, though I don't think so. It was on a windswept sea wall above the beach. Any ideas?

Edit: dollydoug came up with the answer. It's a Black Slip Wasp.
