A strange fungus

This is, I believe, the powderpuff bracket fungus Postia ptychogaster. It is an unusual bracket in that it has no pores or gills, but instead produces a fibrous mass of pale brown chlamydospores. It rots a wide variety of coniferous logs and, as here, stumps.
