Another brick in the wall

Strange sight this. I may have walked passed it numerous times, but I never spotted it until today when June brought my attention to it. It is by the car park at the back of the Nickel and Dime shop in Saltoun Square in Fraserburgh.
I have no idea why there is a collection of stones behind the bars of this window.
