NEED HELP WITH I.D.

Please help Id this Mystery Object. 

This Lamp Table.showed up at the antique shop. It is a beautiful piece of workmanship in brass. 

So far no amount of searching can identify the original function of this item. 

We can only guess that it may have come from a ship, a steam engine, or maybe a fire truck. So far, it is a Mystery Object.

Granted that it is a poor job of selection but the original background was a bookcase. See the extra photos.
