Where's the rest of the car?

This particular passing place/layby is a favourite for the local flytippers.

But there's something odd about abandoning a single car seat.  It isn't very far to the local "tip", or as described these days "recycling centre".  And though there are rules about what you can "tip" these days, I can't believe there would be a problem with disposing of this.
