Drilling in Douglas Row, Inverness

A team of blokes has been drilling various holes, around Inverness, for a few weeks. They just appear to be working on roads beside the river, so I suspect that it's something to do with some proposed flood defences. Douglas Row is one street that has been flooded several times in the past.
