"It's OK, I Don't Eat Shellfish"

This brown penguin, um I mean pelican (long story) sitting on a sign out in the Garden City Beach salt marsh won't be applying for a special permit because he doesn't eat crabs and oysters anyway.
He prefers fresh fish right from the ocean so turns out he's not in trouble.
