Blowing in the wind!!!  This new apartment building on the bay is as tall as it's going to be, but today there were some sleeves (I don't know the proper name) blowing away from the building.  I think they're used to funnel work debris to the side of the building and then down into the dumpsters below on the ground.  Or, it could be hair for the building.....:)
