New tree

Over the past few years our local Residents Association has planted very many small trees in the roadside verges. This little tree has caught my eye with its bright red berries. They look like rose hips but it is definitely not a rose bush. Any ideas?
Another dark dreary day. So depressing! But I went out for a walk around the local roads, first time for a while.
