confusing!

I realise the quality of picture isn't good enough to see but these are two quotes for the insurance of our car. There is no difference in input except one has an additional driver. In output, it is bizarre as the one with the additional driver has a much lower premium (around £70). What's even more perplexing is that the additional driver has picked up two speeding tickets this year.
