Don't fence me in!

I managed a short walk at lunchtime today in the sun (must do it more often).

This large, sturdy fence has been recently put up to prevent anyone accessing the large playing field on the right. Kids used to play football and cricket in it, or just walk and run across it. The fence would have been expensive, and for what purpose? I need to keep up my lunchtime walks to find out.
