How did they get away with this?

The building on the right is a church, built in 1901. The cottage on the left was used as a chapel in 1807, so no doubt the little cottage and the land belongs to the church. So I guess that is how they got away with planting a monstrosity right up to the cottage. I know which building I prefer.
Perhaps Trump had a wall-building ancestor here.
