Kibo is keeping himself clean... now for some birdy cleaning facts...

The preen gland located at the base of the tail is a bilobate sebaceous gland. The majority of birds have one and they very in size. In Kibo's case it is a white tufty fluff of feathers and it provides a wick for the preen oil which he collects on his beak and uses to keep his feathers clean and oiled.
