Babes in the wood?

I had time for a walk through the Parc de Bruxelles on my way to the train station today. It's a formal park, next to the Royal Palace, and has a lot of statues. This one caught my eye, but it didn't have a plaque so I couldn't figure out what it was. A quick google search has just shown me that it's about commerce and
