Yes, that is a miniature armchair for babies...

It was given to us by someone who said "I have far too many baby chairs"... which struck me as a hilariously ridiculous thing to have too many of. We took it without hesitation. It's so funny watching her read in her tiny recliner. Yes, it actually reclines.
