Big boat

No morning fog today, just a lovely blue sky and stiff breeze.
So I headed for the beach earlier than usual and was treated to the sight of this "big boat" up by the pier.
Unfortunately, I have no idea what it is, or what it is doing there. I am open for suggestions.
